In the summer through the fall of 2007, there was a program review conducted on BEST by an Investigations Committee. In September 2007, CEA members testified at public hearings and in December the BEST report with findings and recommendations was released.

There were 27 BEST recommendations grouped into four categories: funding, program structural support, mentoring and assessment.

The study recommended that funding to districts for mentoring should be provided by the state and that the districts should be reinmbursed by the state for on-site observations.

The program structional support category included recommendations that college prep programs be aligned with CCT. There should also be a review and any needed revisions of CCT shopuld be done every 7 years. Inequities for Beggining Teachers' support, especially in the urban schools, should be examined. Guidelines for Mentoring Teachers should be approved and there should be a system to monitor the implementation of the mentors.

Mentoring was a category with many recommendations. There should be a reduced teaching load for mentors and a better match for Beginning Teachers and Mentoring Teachers. Beginning Teachers should be mentored for the first two years. Mentoring Teachers should have updated training and there should be mandatory training for all administrators.

The assessment category recommended that student teachers should be assessed by standards-based rubrics and that there should be a review of alternatives for Beginning Teacher assessments.
